Newbury Town Council prepared to take legal action over cracks in Victoria Park

This paragraph is reproduced from The Annual Statement presented by Newbury Town Council this evening (7th April 2014)

"The problems in Victoria Park in relation to the cracks and subsidence that first appeared in 2010 continue. After nearly 4 years, this issue is still not concluded. We published a Press Release on 9th September 2013 , which gave a general update, and recent press reports that the patience of Town Councillors is wearing thin are an accurate reflection of the situation. We are hopeful that we will be able to reach a negotiated settlement shortly, but time is running out and we are very clear that we will not resile from issuing formal court proceedings if significant progress is not made very soon. It has been very frustrating to both Councillors and public that the Town Council has had to keep confidential documents relating to the legal case, but the law requires that we do so."

Apparently we have a really good case, so why so much procrastination?  Put up or shut up, after all as they are going to win, the Council has nothing to loose.  This constant delay is boring!
